Okay, here is the plot of the story that this picture was based off of.

Lex Luthor is the president, and naturally, he had to use any excuse he could to make Superman the bad guy.

So every one is after ol' Supes, and Batman being the good friend that he is, (actually superman had some info about Brucie's parent's death) Helped him get away.
